I can only really think of ways to level up your Block skill and your Restoration Magic skills.

East of Whiterun there should be a river, follow this river until you find a bridge that is currently being ruled over by Bandits. Head into this bridge and take out all the bandits you find EXCEPT for one of the archers placed on one of the towers.

Head up to one of these archers, and get your shield out. Let him fire at you repeatedly with your shield out, and your block should slowly raise itself.

Repeat the process without the shield, and use your Healing spell to raise up your restoration skill.

Aside from that, I think the only other one I can think of is perhaps finding an immortal NPC (or near immortal, such as a companion) and hitting them with your sword/s for a few hours (healing them as and when needed), though obviously you need to be careful who you do this to and where you do it as you may end up getting into trouble with the law, etc, etc.

the greybeards are a good one to stab at...they shouldn't attack you from what i've seen.

I've just been heading into each battle with block and then only countering with power attacks. This has raised my levels quickly. Also, I pick every lock I can find to level up lockpicking. Not sure if that goes towards your level though. +
