How do I make Lightning a party member in Final Fantasy XIII-2?

I've beaten her twice, but I still can't get her to join my party.

How do I make Lightning a party member in Final Fantasy XIII-2?

There's a 7% chance that you'll get the crystal from her. Once you get the crystal, you can activate it. Keep trying
