So I've completed the blood in the ice quest, as well as 3-4 quests given to me by the steward but have yet to be given the option to buy a home in Windhelm. What else needs to be done before I go @p3 $h!+ and kill everyone in the hold...”

To get the right to buy the house in Windhelm, you need to complete 5 or more quests that "benefit the community"
Once you've done this, you'll be able to speak to the Jarl and then you'll be told that the house is up for sale.Oct. 22, 2013, 10:31 a.m.

Once you have done the quests for the Jarl, you can actually get the $5000 Windhelm house for FREE. Watch the youtube video here: http://www.youtube.com/watch?v=HooIbHOjN7c. It will tell you how to get the Windhelm house for free. That's what I'm going to do. Hopefully, the guys at Bethesda won't catch that glitch and remove it in new updates or DLC.Oct. 22, 2013, 10:31 a.m.

Um... Venator... that's the house in WHITERUN. Not WINDHELM. Two different houses, two different holds. I think the house in Windhelm might be suffering a bug. I can't seem to start the quest required to buy the house (even after I completed the Stormcloaks saga and other quests around town) and after some research, it seems to be a major bug. Lots of people just can't buy it.Oct. 22, 2013, 10:31 a.m.

All you have to do is blood on ice, and the liberate falkreath quest thing that the jarl gives you, when you return to him after it he informs you that he needs good warriors close at hand and you can buy it. It may also require a few side quests but I'm not positiveOct. 22, 2013, 10:31 a.m.
