12/03/11 - Did the shrine in Markarth work for you?

12/01/11 - Try the Shrine of Talos in Markarth. That might work.

12/11/11 - the shrine your looking for is near Whiterun, if you go into your quests go to the misc. heading make sure that the misc section has been "turned on" and then activate the toryggs horn. the exact spot is north of the Ritual stone and east of shimmermist cave tucked away under a cliff at the base of that mountain hoped this helped.. p.s after the horn has been placed and it sais return to the queen, you can then pick it back up without penalty and put it on display where ever you lay your head

12/01/11 - you need to take it to the shrine of talos not the temple of talos tho. There are two different places.
