i am having trouble finishing the stormcloack civil war quest line i cant report in to ulfric to start battle for solitude quest is this a glitch or do i need to do something to start it if anyone can help it would be appreciated

03/29/12 - i had a problem like that with the imperial side i just saved and turned off system and start it up again and go do another quest or a few miss quests to pass time in the game and there should be an option to attack solitude
