Look at the official guide on page 404, and make sure you've completed all parts of the Thane of Haafingar task. You want to speak to the Jarl, and ask if she needs any favors for citizens completing (these are all listed in the Miscellaneous Objectives section of the book, on page 392). Then help her out. If she doesn't bring this conversation topic up, search for Solitude citizens that need help. Then continue to check back in with her. Also try chatting with Falk Firebeard (her Steward) for the actual transaction itself.
