If a sniper has you pinned down, it's still possible to drop him if you use cover intelligently.

By doing a quick peek you can set the camera on the sniper, or other target, before committing to the kill shot. Pop out and line the camera up with the enemy, once you are happy it's lined up, pop out one more time and quickly take the shot. Unless that sniper is focused soley on you with laser like focus, nine times of out ten this will improve your cover shots.
