Tech Armor is undoubtedly the best shield in the game. It doesn't have a time limit, so it can easily last until the end of the mission. At rank 3 it resets your squads cooldowns when you apply it and for rank 4 I prefer the Assault Armor, increasing the pulse force and radius, and giving you a 50% shield boost when it is destroyed.
