metal accumulation and upgrade to Jackdaw

Everything going along fine- until I get to upgrading the broadside cannons where I need 500 metal- I have 490 metal and no matter how many ships I defeat and receive metal- it wont give the the 10 more crates to get to 500- it is definitely stuck at 490- this has never happened before with any other upgrade. I cant figure it out- unless I have to upgrade to Elite Hull first- THOUGH IT DOENST SAY I HAVE TO. I don't need an upgrade plan to do the cannons either. What am I missing? Is this a bug or do I need to upgrade to Elite Hull first?

    There are storage capacity limits. The amount of cargo you can carry is limited to a specific "capacity" value covering all five categories of cargo. Once you've reached your current maximum capacity, you cannot collect more. This storage capacity can be improved through upgrades.

    However, it sounds like you've already reached 500 in the past and I think to standard storage allows up to 500. Have you tried gathering metal in other ways, like plundering warehouses, shipwrecks, and caves?

    Cant find any more warehouses to plunder- can try caves- It should let me store 500 metal I would think since you cant up grade until you have that amount- what other ways can you get metal?
